[Feature Request] Improve instructions for applicants when joining

Context

New applicants trying to apply to join who are confused by the instructions e.g. "share member audit with recruiters"

Describe the feature you have in mind

When applicants click to Apply in AA it should take them step by step through the following:

• Link their Discord
• Install mumble
• Set up and share member audit

They should not be able to submit the application until they have done all those things. That way I&P don't need to spend time checking members have done these things before accepting them
