Context
Currently there are certain "required steps" for applicants, and I&P officers can see which they have done. These include the forum and phpbb3 (not sure why they are separate). We no longer require new members to set up a forum account so these should be removed
Describe the feature you have in mind
Remove both Forum and phpbb3 from "required steps"
