[Feature Request] Decouple app archive time from STATUS_CLOSED

Context

Some application forms are needing a faster STATUS_CLOSE time. Which will hide recent applications from the applicant often before they are able to view them.

Describe the feature you have in mind

Add an app setting or per form timedelta setting to determine when apps are recent over just using STATUS_CLOSED.
