"+ Add Question Element" is available in read-mode for 'Assessments' and 'Nongraded questions' sections

Steps

1. Open any repository/goal
2. Add any CE from Assessments or Nongraded questions sections
3. Fill required fields and Save (should be shown in read-mode)
4. Observe the + Add Question Element and click on it
5. Add any CE and observe

Expected Behavior

"+ Add Question Element" should not be available in read-mode for 'Assessments' and 'Nongraded questions' sections.
That option should be available in edit/create-mode only.

Current Behavior

"+ Add Question Element" is available in read-mode for 'Assessments' and 'Nongraded questions' sections. Added elements can't be updated.
