Filter inserters are going away. Instead all inserters get a filter. We';ll n eed to cludge our hand stack size UI and our filter setting UI together somehow until we can get new UI stuff that can replace it.

Stack inserters also become bulk inserters and much of our hand throughput calculation stuff is likely now wrong. I do not think that new stack inserters--which actually place more than single item stacks on belts--exist in 2.0 base. I may be incorrect.

I'm marking this as blocking for now, but probably we could just yank the UIs and say sorry we're restoring it. I can say that I rarely want filter inserters but also that always having it does make me think about using them more, e.g. on trains.

Not ready to close this out yet. Definitely still issues. But I was able to get filters available globally at least, so it should just be placement and throughput logic left.
