Issue description

Impulse is supposed to give a flat +1 cost to all casts beyond the first one within a single hex, so long as they target the same entity. As of 1.20, this no longer happens. Thus, you are free to make extremely cheap launcher hexes by spamming tons of impulses with strengths less than 1.

Steps to reproduce

  1. Get a phial, observe the amount of stored media
  2. Cast intro, mind, vector +y, dioscuri, impulse, impulse, retro, hermes in survival mode
  3. Observe that only 2 dust was consumed from the phial, rather than 3
