maximal.ged has two HEAD.NOTE #213

PR #206 added HEAD.NOTE to many example files.
However maximal70.ged now has two HEAD.NOTE structures:

Line 4: 1 NOTE This file is intended to provide coverage of parts of the specification and does not contain meaningful historical or genealogical data.
Line 42: 1 NOTE American English

The GEDCOM 7 specification however only permits one HEAD.NOTE:

+1 <<NOTE_STRUCTURE>> {0:1}

We should fix maximal70.ged and perhaps also add a GEDCOM validation workflow to github.
