Push notices not being received if app is not used recently #1

When we send push notices they are not received unless the user has opened the app recently. If the app is not used for a week or more no notices are received. This is on ios and android and confirmed that the app is not set to sleep in any way and fully abele to receive push notices. And they are received, if the app is opened recently. help? Log files show all is good and no errrors
