Not sure that that is helpful to add but: I don't think I've had this happen. Roughly how common is this for you?

A couple times a week, trying to hunt down if it's something in the system. If you haven't seen this at all maybe it's out hardware?

Okay thats rare enough I might've missed it, haven't been using the keyboard-editor all that much recently. Hardware seems quite unlikely unless you have a fault ctrl key that should be noticeable/annoying with other software also?
