General filtering approach for track workflows page

I attempted to do add in partial name matching for workflow names in the workflow filtering page in 1caf5cd & a71dd01 (both of which were reverted)

I ran into issues with:

• the user supplied filters (e.g., workflow name or label name) not being retained upon a update input action on the server
• there wasn't a good story for simultaneously updating all filters when one of them updated.

• I don't really have any ideas right now, fill em in though when they happen ...
