[Feature Request]: Unify display of dates across the app

Problem Description

If possible, please unify the display of dates across the app. Currently, in the case of Croatian, two different date formats are used:

span.uploadedTime => 30. 07. 2015.
div.datePublished => srp 30, 2015 (See screenshot below.)

Proposed Solution

Ideally, only one date format per language/locale should be used.

In the case of Croatian, span.uploadedTime would be correct, while div.datePublished is completely unusable/wrong.

Original issue was opened by @milotype as a bug report in #853 but as this isn't a bug this got converted to a feature request

Locale set to US i see 12hr format on subscription page and video page but if i set locale to UK i still see 12hr format on subscription page but 24hr on video page

Extra requirement from #4843: Add a dedicated time format setting where users can choose whether they want 24hr time or 12hr time regardless of their locale.
