icecast isn't available after bootstrap

Under undefined circumstances, when the VM has finished booting, Airtime can't connect to Icecast for a good reason: it's not running. Starting it manually is enough to fix the problem.

During bootstrap it should happend, log:

[2013-10-19T12:18:57-07:00] INFO: template[/etc/icecast2/icecast.xml] sending restart action to service[icecast2] (delayed)
[2013-10-19T12:18:58-07:00] INFO: service[icecast2] restarted

But obviously:

# pgrep icecast
# 

But once icecast is started it's ok:

# pgrep icecast
