Please release ripple.cli 3.x Ruby Gem

Please release the gem or at least transfer the ownership of the gem to somebody (me?) such that we can use 3.x from rake.

I no longer need it. Paket is more advanced, stable and under active development. Ripple led to inventing it, though :-)
