Option to block commands except a whitelisted few.

Would it be possible to block all commands while sitting on an easel with the exception of a whitelisted few? Players are able to sit on an easel and use /hat to exploit items outside the easel painting menu. A global command block with a whitelist to allow messaging would be nice.
