Creation of submodules:

• A default template:
  • with a synchronisation script
  • with a git annex rules document in .gitattributes
• issue and wiki redirected

Need to make sure the project creation service handles submodules properly which means it will create multiple repositories and will change the issue and wiki settings of the submodules to point to the parent.
