R21C: Choice of decomposition for GSI will not fly in modern period #301

I believe the choice made in M21C for NX and NY for the analysis works for most of the reanalysis period, but it will not work as M21C enters the IASI and eventually the IASI+CrIS periods.

M21C chooses to use NX x NY = 12 x 20

Current systems use: NX x NY = 16 x 42

The latter is what I recommend.
