[Proposal] Attribution object information optional

What is the context or reason for the change?

Attribution object is currently required - required fields are:
id
attributions/0/id
attributions/0/entity/name

What is your proposed change?

Make Attribution object optional.
Because at the dataset level, user can already complete: publisher, contact point, owner
It doesn't make sense to force users to then add another level of attribution.

Agree, I often end up putting the same information in both sections.
