How can we make the api-test image easily updated without having to rebuild them?

We need to be able to make small changes to the api tests. Some of that is making them more configurable. But also perhaps there is a way to do an git pull from the container on startup?

@ronakseth96 noted that the environment variables are used for setting the api url etc. and separating that could provide flexibility.
@aydarng noted we could provide it as part of the docker run command
