User Story

As an implementer of tools for authoring of a FedRAMP content in OSCAL, I need to understand the mechanism FedRAMP is using to validate submitted content.

Will review https://github.com/GSA/automate.fedramp.gov_private/pull/1 and come back to this once I can land the context changes. Setting up a WIP in the meanwhile. Will leave in ready.
