Haskell is a general purpose programming language, so it's perfectly suited for random number generation, as most languages are. What specifically are you interested in seeing in the SOTU? There is already a reasonable set of articles available if you do a quick google search, some of high quality, such as: https://www.schoolofhaskell.com/school/starting-with-haskell/libraries-and-frameworks/randoms
@GetContented: The same could be said of other sections in this tutorial (like benchmarking and logging)
My rule of thumb so far for whether or not to include it is if I believe there might be some widespread perception that Haskell wouldn't have adequate support for such functionality. In this case I perceive random number generation as something that most people would take for granted as supported, but I'll leave this issue just in case others chime in and ask for something similar
