Something is wrong or not clear about the unlocking mechanisms in boss mode.

Seems like it has something to do with the boss below which is bugged in campaign?

I have similar Issue

IMG_7003
IMG_7002
IMG_7001

I have 3 starred first level and even completed easy and normal mode on boss 2, but for some reason it is locked and I can't finish hard mode or progress to Boss 3.
