<section id="abstract" class="introductory"><h2>Samenvatting</h2><p>Binnen DSO worden verschillende informatiedomeinen onderkend: elk informatiedomein groepeert informatieobjecten met maximale samenhang en vormt logische bouwblokken voor de informatievoorziening van DSO. Dit document beschrijft het 'Conceptueel Informatiemodel Samenwerkfuctionaliteit' (CIM-SWF).</p>
<p>De belangrijkste componenten van het CIM-SWF zijn:</p>
<ul>
<li>Samenwerking. Hiermee worden de kenmerken bedoeld die een specifiek samenwerkingsproces karakteriseren. Een samenwerking heeft een begin en een einde.</li>
<li>Deelnemer. Een samenwerking kent deelnemers, d.w.z. de actoren die samen het samenwerkingsproces uitvoeren.</li>
<li>Actieverzoek. De interactie tussen deelnemers wordt vormgegeven middels de uitwisseling van actieverzoeken: de ene deelnemer aan een samenwerking vraagt een andere deelnemer "iets" te doen (bijvoorbeeld het uitbrengen van een advies).</li>
<li>Document. Informatie die als input voor een samenwerking dient of ontstaat als resultante van een samenwerking is vastgelegd in de vorm van documenten.</li>
</ul>
<p>Hoewel in de praktijk gericht op twee specifieke vormen van samenwerking (samenwerking aan de behandeling van een verzoek zoals bedoeld in de omgevingswet, of samenwerken aan toezicht en handhaving)
heeft samenwerken (en daarmee ook het CIM-SWF) een generiek karakter.</p>

<p>Dit document is tot stand gekomen als onderdeel van het DSO-programma. Het bevat de formele vastlegging en beschrijving van het Conceptuele Informatiemodel Samenwerkfunctionaliteit (SWF).</p>
<p>Dit conceptuele informatiemodel volgt de regels voor opstellen van een informatiemodel zoals vastgelegd in de MIM [<cite><a class="bibref" data-link-type="biblio" href="#bib-mim" title="MIM - Metamodel Informatie Modellering (Versie 1.2)">MIM</a></cite>]
standaard en wordt uitgedrukt in UML.</p>

<section id="inleiding"><h2 id="x2-inleiding"><bdi class="secno">2. </bdi>Inleiding</h2>
<p>In een stelsel van samenhangende voorzieningen, zoals het Digitaal Stelsel
Omgevingswet (DSO), is semantische interoperabiliteit essentieel om de
verschillende stelselonderdelen in staat te stellen relevante informatie op een
betekenisvolle manier met elkaar uit te wisselen. Voor de dienstverlening
rondom de Omgevingswet moet altijd duidelijk zijn welke betekenis wordt
toegekend aan woorden (begrippenkader) en wat de relatie is tussen begrippen,
vanuit de inhoud van die begrippen (semantische relaties). Dit modelleren we
in conceptuele informatiemodellen (CIM) die een relatief stabiel raamwerk voor
het werken onder architectuur en de basis voor de implementatie biedt.</p>

Conceptuele informatiemodellen (CIMs) – Definitie volgens MIM [<cite><a class="bibref" data-link-type="biblio" href="#bib-mim" title="MIM - Metamodel Informatie Modellering (Versie 1.2)">MIM</a></cite>]
Een conceptueel informatiemodel beschrijft de modellering van de werkelijkheid
binnen het beschouwde domein door middel van de beschrijving van welke
informatie (data met betekenis en structuur) een rol speelt. Een conceptueel
informatiemodel is hierbij onafhankelijk van het ontwerp van en de
implementatie in systemen. Het geeft een zo getrouw mogelijke beschrijving van
die werkelijkheid en is in natuurlijke taal geformuleerd.
<p>Een dergelijk model definieert het ‘wat’: welke 'onderwerpen van gesprek'
('concepten', 'dingen’) worden onderscheiden in de beschouwde werkelijkheid.
Wat betekenen zij, hoe verhouden ze zich tot elkaar en welke informatie is
daarvan relevant. Deze informatie wordt gemodelleerd als informatieobjecten
met eigenschappen/kenmerken, oftewel waarvoor data beschikbaar is (of zal
zijn) en wordt ondergebracht in een informatiemodel. Dit informatiemodel
dient als taal waarmee domeinexperts kunnen communiceren met
informatieanalisten en verschaft een eenduidige interpretatie van die
werkelijkheid ten behoeve van deze communicatie.</p>
<p>Met conceptueel wordt niet bedoeld abstract of hoog over, de beschrijvingen
van de informatie die beschikbaar is zijn heel precies en concreet.</p>
<p>Een conceptueel informatiemodel wordt opgesteld voor gebruik door mensen,
zodat ‘de business’ en de ICT-specialisten elkaar (gaan) begrijpen voor wat
betreft de informatie die in het domein wordt geregistreerd en/of kan worden
uitgewisseld.</p>

<p>Binnen DSO worden verschillende informatiedomeinen onderkend: elk
informatiedomein groepeert informatieobjecten met maximale samenhang en vormt
logische bouwblokken voor de informatievoorziening van DSO. </p>
<p>De informatiedomeinen zijn de basis voor de indeling van de informatiemodellen.
Elk informatiedomein wordt op conceptueel niveau beschreven door een
conceptueel informatiemodel (CIM) dat richting geeft aan de uitwerking van het
informatiedomein en de samenhang met aanpalende domeinen borgt.</p>

<p>Alhoewel elk conceptueel informatiemodel één informatiedomein afbeeldt, zijn er
dwarsverbanden en afhankelijkheden tussen de verschillende domeinen. De
conceptuele informatiemodellen worden derhalve in samenhang beheert en
ontwikkelt, teneinde de semantische interoperabiliteit in en met het DSO te
kunnen waarborgen.</p>

<section id="toepassingsgebied"><h2 id="x3-toepassingsgebied"><bdi class="secno">3. </bdi>Toepassingsgebied</h2>
<p>Het toepassingsgebied van CIM-SWF is de view van de DSO-LV op het domein "samenwerken" zoals dat in de context van het DSO wordt uitgevoerd. Hoewel generiek van opzet is de samenwerkfunctionaliteit tot nu toe gericht op "samenwerken aan behandelen" (van een verzoek). In de loop van 2024 zal hier "samenwerken aan toezicht en handhaving" worden toegevoegd. Het CIM-SWF bevat alle componenten die voor samenwerken relevant zijn.</p>
<p>Voor al deze componenten geldt dat alleen de DSO-LV view op deze componenten wordt gegeven. De informatiemodellen worden conform MIM [<cite><a class="bibref" data-link-type="biblio" href="#bib-mim" title="MIM - Metamodel Informatie Modellering (Versie 1.2)">MIM</a></cite>]
beschreven en zijn opgesteld in UML. Er is geen objectcatalogus opgenomen.</p>

<p>De samenwerkfunctionaliteit (SWF) maakt samenwerking tussen bestuursorganen onderling en tussen
bestuursorganen en ketenpartners mogelijk, om zo de behandeling van een verzoek of het proces van
toezicht en handhaving te ondersteunen
en de doorlooptijd van deze twee typen van processen te verkorten.
Ondanks de focus op behandelen van een verzoek en toezicht en handhaving is de SWF generiek van
opzet, met als kernfunctionaliteit
het uitwisselen van documenten
en het uitzetten van actieverzoeken tussen de deelnemers aan de samenwerking onderling.</p>
<p>Tijdens het starten van een samenwerking wordt een samenwerkingsdossier (in het CIM noemen we dit simpelweg: samenwerking) met bijbehorende
identificatie gecreëerd (het samenwerkingID) en wordt (optioneel, en alleen als het om het behandelen van een verzoek gaat) een bijbehorend 'verzoek'
(vergunningsaanvraag) opgehaald uit het DSO-LV en in het samenwerkdossier geplaatst.
Een samenwerking kan alleen door een overheidsorgaan worden gestart: de initiator van de samenwerking.
Gegevens die te maken hebben met de samenwerking (metadata) kunnen worden toegevoegd, gewijzigd en ingezien (toevoegen en wijzigen alleen door de initiator, inzien door alle deelnemers)</p>
<p>Na het starten van een samenwerking kunnen ketenpartners worden uitgenodigd om deel te nemen aan de betreffende samenwerking.
Bij de uitnodiging kan de ketenpartner een 'privilege' worden toegekend, te weten 'Volledige toegang' of 'Beperkte toegang'. Bij privilege 'Beperkte toegang' heeft de betreffende ketenpartner alleen toegang tot documenten die als 'Vertrouwelijk' zijn gemarkeerd. Alle documenten die onderdeel zijn van een samenwerking, zijn vertrouwelijk, maar deze documenten bevatten geen persoonsgegevens en ook geen bedrijfsgevoelige gegevens. Bij privilege 'Volledige toegang' heeft de betreffende ketenpartner daarnaast toegang tot documenten die als 'Strikt vertrouwelijk' zijn gemarkeerd. Dergelijke documenten bevatten mogelijk wél persoonsgegevens en/of bedrijfsgevoelige gegevens. Alleen de initiator kan ketenpartners uitnodigen.
Ketenpartners kunnen ook weer worden verwijderd uit een samenwerking. Ook kunnen de privileges van een samenwerking worden aangepast.</p>
<p>Aan een samenwerking kunnen (Omgevings)documenten worden toegevoegd, waarbij het vertrouwelijkheidskenmerk ('Strikt vertrouwelijk' of 'Vertrouwelijk') van het document moet worden aangegeven.
Deelnemers met privilege 'Volledige toegang' hebben toegang tot alle documenten in het samenwerkdossier, andere deelnemers alleen tot documenten met vertrouwelijkheidskenmerk 'Vertrouwelijk'.
Documenten kunnen worden toegevoegd, gedownload, worden verwijderd, en de vertrouwelijkheidskenmerken kunnen worden aangepast.</p>
<p>Een samenwerking krijgt verder vorm doordat deelnemers elkaar actieverzoeken kunnen sturen, waarbij typisch om de levering van een product of dienst wordt gevraagd, bijvoorbeeld het uitbrengen van een advies.
Zo'n product of dienst is (optioneel) geformaliseerd in de vorm van een productspecificatie in de PDC (Producten Diensten Catalogus).
Elke deelnemer aan de samenwerking kan een actieverzoek uitzetten voor elke andere deelnemer. Een actieverzoek kan worden gereed gemeld (eventueel met toelichting) of weer worden ingetrokken (eventueel ook met toelichting).</p>
<p>Alle statuswijzigingen van entiteiten in het model, en alle andere events die tijdens een samenwerking optreden, worden via attenderingen (notificaties) gecommuniceerd aan de deelenemers.</p>
