Create A New Repository 的界面：

Create Tag的界面：

我观察的有几点：

Create Tag 标题居左
输入框的标题放在输入框内
提交和取消（Create Tag 需要增加取消按钮）
另外，关于按钮颜色，我另外提一个issue。
