Logback 기반 디스코드 에러 알림 연동

이슈에 대해 간결하게 설명해주세요.

기존 GlobalExceptionHandler 내에서, Discord Webook으로 발송하던 방식의 문제점이 발견된 상황에서, 에러 모니터링을 원활하게 위해 Logback을 활용해 해당 문제점을 해결하고, 원활한 에러 알림이 가능하도록 연동
