Link each chromestatus entry to a webstatus.dev web feature or "None yet"

In the chromestatus metadata section (and maybe on the feature creation page) there should be a select or datalist element that prompts the user to enter the webstatus.dev web feature that this chromestatus entry relates to. If there is no existing web feature, allow the feature owner to select "None yet" or some other phrase to indicate that a web feature might be needed.

The menu of web features offered could be retrieved from webstatus.dev periodically and cached.
