Right now the scans align with the CivicActions domain openato.com, ie:
https://reports.openato.com/axe/coverage?domain=medicare.gov&format=html
New

We should be moving it all over to the gova11y.io but to set up the reports more work will be needed on CORS hammer out before this can be finished - reports.gova11y.io
