Search input text reset while typing (multiple pages)

Expected Behavior

The query doesn't get reset while a user is typing in various search inputs.

Current Behavior

With various search inputs (e.g. Sidecars Overview, Configuration, and Failure Tracking) the text gets reset while typing.

Context

This keeps getting addressed on a case-by-case basis (#16388, #17987, #19009, #20516). I'm hoping this issue can be used to fix the issue on all pages.
