[FR] Min layer time

Would it be possible to add a option for min layer time? I know there is "short path" but it is difficult to tune.

noted. this is much more complex and likely to be inaccurate because layer time (actual speeds) varies based on firmware settings (accel, pressure advance, etc) which the slicer is not going to be aware of nor able to emulate completely accurately (for all variants).
