Currently we have several ways to make "To do" : "to do: ", "todo": "wip" ..
We should define a way to "tag" to dos.

On resources: an extension? this would "contaminate" the resource.
Or could we create a way to create an "anchor" to point and say "this to do is on ValueSet1, code "male", Portuguese display.

In discussion, we think having a 'class' that could be used on

or that denotes content in XHTML or markdown as a todo, as well as an extension of type string on Element that could be used in any resource (conformance or example) would be helpful. We could then include found todos in the QA as warnings. We could also have a fragment that allows todos to be rendered in instances (and possibly suppressed in certain publications. E.g. visible when publishing for review, not visible when publishing final release).
