IG change notification

This is an issue to post proposed IG changes after some internal discussion and tentative decision making has occurred in other change-specific issues.

This issue is meant as a notification issue and it allows interested parties to subscribe to this issue so they are aware of any changes. Ideally, a post is made to this issue to notify subscribers of a related issue that will likely impact them, and a later post to summarize the change that will be or has been implemented. This allows folks to be aware of ongoing changes while still allowing them to join the other change-specific issues if they'd like to engage in those discussions.

Any internal changes that do not affect end users do not need to be shared here. Only changes that are likely to impact end users of the IG should be shared here.
