Express requisitions

Add a quick/express requisition option (restricted to exec) for quickly recording purchases made by debit card. (For instance, if we go to Target and by event supplies, we already have the items and the payment was already made, making many of the purchase steps in piranha irrelevant)

When creating Express requisitions:

• Flag it as express (could indicate similar to reimbursements)
• Do not allow it to be a reimbursement
• Record it as approved by the submitter
• Automatically create a payment in the same amount as the requisition
• Limit to a subset of payment methods allowed to be used with express requisitons
• Automatically mark all items Received and immediately skip to Closed status
