MofN: add voteAndExecute() convenience function

Add a new function that allows a valid signer to vote on and execute a proposal that needs just one more approval.

This would reduce the number of transactions they need to execute from 2 to 1, and also reduce the number of Hats.isWearerOfHat() checks by the same.
