big question is what type is it?
mekanism like? very configurable but smalish max acting area ? ( 32 blocks circle)
BC quarry where it digs out? ( please no)
ender quarry where it replaces with dirt?

I would say mekanism like but with a option to place dirt ( IE you can use it to just dig a area out or flatten a area) Server setting for forced place dirt but higher cost to not place.. or higher cost to place dirt lower without placing ( so that it updates less/better for server but still a option for digging a area out)
