measure:

a spot at a road with the same destination should be unique even if proximity Proximity #16 does not apply
a spot affiliated with a road should be placed right on it = x meters away from the road
a spot related to no feature (not even a road) is misplaced and should not exists - a spot more than x meter away from a road counts as such

how to: fetch the road network in the surrounding of a spot (including road segments) from OSM & assign a spot to its closest road segment
