measure: a spot within a resting area at a highway is unique and placed at the center of the station

how to: using https://wiki.openstreetmap.org/wiki/Tag:highway=services?uselang=en and https://wiki.openstreetmap.org/wiki/Tag:highway%3Drest_area polygons - include spots x meters outside the polygon as well

production: ^

problems:

some areas are large; you can thumb or ask around - those are different activities that can take place at different location (at the off ramp vs. where cars park) - we should account for this
