Smaller bounds when taskbar is left and user selects bottom left startup position

What is meant with this code?
It runs on the MainMenu only when user selects location bottom left and Taskbar is on the left side.
It looks like it should

• exclude the taskbar from the bounds
  • add width of taskbar to X
  • subtract width of taskbar from Width
• but it currently moves the whole bounds by a much bigger value
  • add width of menu to X (way too much)
  • width is compensated by subtraction in next line
