Notes from PM F2F (9/25/18):

There was a desire (strongly expressed by @briandoconnor) for the escalation process to not be limited to the Author in the case of technical RFCs. For example, any community member may escalate an Architecture++ decision (approval or disapproval) to PM++ for oversight when there is disagreement.
