Right now the project is missing a RELEASE guide for maintainers.

Describe the solution you'd like

Fill in the docs/RELEASE guide including:

Step-by-step process on the release
References to the golang pkg https://pkg.go.dev/github.com/hyperfoil/horreum-client-golang

Additional information

Also include references to this doc in the root README.md.
