[Task] Add more exception types and change raw exceptions to use these custom exceptions

Throughout the codebase, instances of raw exceptions with inconsistent error messages can be found. Consolidate these into a few types like the example provided under lib/cli/exceptions, and change the code to use them. Nitpicking is appreciated.
