[Feat] Implement a command to mute users in a channel

Users can spam or send objectionable messages without any restriction in channels.
Describe the solution you'd like
Enable moderators and owners to mute users in specific channels. Muted users should be unable to send messages but can still view the channel. Add a mute command with a duration option.
