Migrate data from old RSD #27

there’s a simple CSV file that drives the old RSD. I wonder if we can create a “system user” or “unknown user” or similar to which we can attach imported software. I would think we could then write a fairly simple script to read the CSV file and add the software, either via the RSD API, or just directly into the underlying database. If I get a chance, I’ll have a go at this.

@jcohen02 I'm adding some issues to the repo, so they can be schedule at some point.
