Allow managing site programme section

Usually there has been "simple" and "complex" programme events. Should we keep the distinction ?

Add a view for adding/editing/deleting/viewing programme
Add vitest unit-tests
Add APIv2 entrypoints for managing this stuff
Add APIv2 unit-tests
Check for programme permission
