The Guardrails Script causes some governance actions that propose changes which go against the Constitution to be rejected before they go on-chain (the transaction fails). For this reason it can be thought of as an automated Constitutional Committee. Users of the CC-Portal should therefore be able to find the Guardrails Script from the CC-Portal.
User Story: As a user of the CC-Portal, I want to be able to find the Guardrails Script from the CC-Portal, so that I can view it.
