Is your feature request related to a problem? Please describe.
See ufs-community/ufs-weather-model#2015 (comment) and the lengthy issue about parallel reads and writes on Hercules with Intel. Setting

I_MPI_EXTRA_FILESYSTEM=ON

apparently helps.

Describe the solution you'd like
As usual, we can set this in the Hercules Intel compiler config as an environment variable so that it finds its way into the stack-intel compiler module.
