macOS: cannot download jki_rsc_toolkits_palette 1.1 for JKI State Machine 3.0.0.8

I cannot install the JKI State Machine on macOS in both LabVIEW versions I have, 2017 and 2018, because the VI Package Manager cannot retrieve jki_rsc_toolkits_palette version 1.1.

When I check for updates, VIPM reports that none have been found. I can see jki_rsc_toolkits_palette in the VIPM list, and when I try to install it, the Last Action Results dialog shows that it wasn't installed because VIPM could not download the package. I have successfully installed other JKI tools, like JSON and the REST Client, so I wonder if a file or spec is missing or stale.

What other information do you need?

Work around

If I navigate to either the AWS or the JKI-hosted URL in the error message, I can download the jki_rsc_toolkits_palette package. When I select File :: Open Package File(s) from the VIPM menu, I can install the package.
