Automatic Flake Update PRs #59

There's a few examples of people doing this already; process would look like:

cut a branch out of main
apply a flake update
create a PR
wait for hydra build tests to pass
merge automatically

This would also enable a higher level of confidence in the auto-update functionality when coupled with #58
