Get option to subjugate Tanganyika as Anfu Mongolia (possibly possible though through other countries)

I don't remember what decision it was exactly it wasn't the "invade x" decision it was the "bring x into fold" or something like that that you get after becoming a candidate for Chinese unification but I got the option to "bring Tanganyika into fold" (not the exact words but you get what I mean) now that Tanganyika was that neon-green country with the black guy in charge with the German name I don't remember exactly but I was thinking this can't be intentional Tanganyika doesn't even border China! (meaning that I couldn't use that decision anyways because bordering your country is a prerequisite) so I don't know what caused that.
