Bug or correct functionality. Repos automatically collapse and are hidden

I'm not sure if this is a bug, or part of the design. I've attached a gif below. When I first load the page, you can see for maybe a quarter of a second that there are two repos, but they are immediately hidden and unable to be seen.

I'm wondering what the rules are for the script doing this. Issue? No tags? What are the conditions for which a repo should show up in the list and not collapse.
