Make a real notification job for confirmation to event

For now, the Notification Job is just a hack made at 11 pm the night before first jug Event. It must be replace with a real one.

Specification

The Notification Job is a quartz job that have 2 purposes :

• Send email to users for confirmation of participation on event ( validation and confirmation)
• Make some stats reports and send them to the jug-montpellier-leaders mailing list
