Add ability to filter projects when adding used on projects #102

Currently when adding a project to a technology all of the projects are listed in an undefined order. This makes it difficult for a user to find the project they are looking for. As a minimum the projects could be displayed alphabetically. It would be nice to be able to filter them.

order they were retrieved from the database. In order to aid user experience the
projects should be ordered sensibly.
